there are two feelings..

its either i will get annoyed coz his doing it in a wrong situation or i will be blushing and be happy coz i might think that he have a crush on me.

Ignore them b/c a lot of guys think pigtails are s**y. And, if it was a guy that made fun of you then he may have just been picking on you as a way of flirting. If he was just plain out mean then forget him. But, if you are a guy and you are wearing pigtails then I don't blame people for making fun of you, that's weird lol.
