Are you the grandmother of a 15 year old?  You cannot adopt a child unless they have no living parents.  You can get guardianship so you'll have legal rights to taking the child to the doctor, enrolling them in school, etc.

Your other possible option is to get custody, but that too would require both parents' signed consent and if you can't get their consent, you'll have to convince the family court judge that they're both unfit as parents.
