  2. The plus sign at the beginning is the convention when writing a phone number in the full international format, with the digits immediately following it being the country code.

    You need to substitute your own international access prefix for the plus sign, and that depends upon which country you are calling FROM.  

    Calling from the U.S. or Canada, it is 011.  So if you had the number +44-20-7222-1234 which is in the U.K. (country code 44), you would dial 011-44-20-7222-1234.  

    Calling from other countries, the international prefix may be different, e.g. 00 from the U.K. or Ireland, 0011 from Australia, etc.
