  1. Turn all non-violent crimes into quasi parking-ticket offences with fines that can be paid by mail.

    Ontario, Canada did this with their "Provincial Offenses Act - works great.


  2. De-criminalize marijuana

  3. Although decriminalize victimless crimes is a good idea, the Federal Government could appoint more judges.  Another good idea is to encourage plea-bargains.
