Hey,

I actually answered a similar question earlier but I will explain here again :).

To make a website you will need a .com domain name and web space. Web space basically an amount of space you rent from a company server in order to upload your contents, articles, images, videos and etc...

And the domain name basically connects a visitor to the server and displays the contents :).

Do not waste your time with free hosting, or  sub domain blogs. Because they tend to shut down quickly, and sub domains make the url longer. And looks very poor in my opinion.

To quickly start you can just sign up with a company for few bucks, and install a blog software. And using the control panel publish contents and so on. You can also download free website designs to use in your blog website.

You will need to learn HTML, Photoshop and web design if you wish to make web designs from scratch.

Using HTML on notepad, then you either have to have your own server or pay a monthly fee for someone to host your site.
