Howto get sagopalm to grow?

i have this sago palm its green and i have in a norht window .but how can i get it to grow new leaves? And what light does it need Help

I live in Southern California,and I had mine sitting in an east facing window. I said ,"had" because it out grew the window. It seemed to only want to get new leaves in the spring. And boy howdy it sure did. I had to move it outside and transplant it only after it had been there a few months. I used regular potting soil,perlite,and sand. It is now in need of another transplant to a bigger home. I'm afraid if I put it in the ground,it will be gone the next morning. People steal them right out of the ground,and right under your nose! Feed it a couple times a year,I'd say early spring,late summer. Byee
