Well there were multiple WWE ChampionS in 2007, I'll give you a list to the best of my knowledge.

John Cena started off with it but had to give it up because of a torn muscle.

Randy Orton was given the Championship at No Mercy but was challenged by HHH who won it.

HHH was then challenged later that night (after fighting Umaga) to a last man standing match against Randy Orton won would win the match. Yes THREE title switches in ONE night.

Randy Orton would go on to hold the title into 2008 and would later be beaten by HHH who still holds the title.
