are there different types of starter or theme decks that are made specifically for each "block" or expansion, or does any starter or theme work with any "block" or any edition?

Also, are the "blocks" (i.e. shadowmoor, morningtide, etc.) parts of certain editions (i.e. 10th) or are the "blocks" and editions completely separate things?

Yes, there is. Usually for each set, they will release about 4 or 5 known as "preconstucts". All starter or theme decks will work with any expansion, but some will not be standard legal or may have a hard time dealing with new cards unless you tweak the decks.

The editions and blocks are seperate things, but usually an edition will be included in a standard block. Current editions and blocks for extended play is  I believe 10th, Time Spiral Block, Coldsnap, Lorlewn<sp, Morningtide and Shadowmoore.

Starter packs only come with the editions(i.e. Tenth ed, ninth ed..etc.) Theme decks come with each block and each edition.

No, the blocks are completely different. The blocks have something like a story line. But the editions are cards that have gathered from old blocks and then reprinted.
