Hurdle in the track?

Question

If you guys notice, in a stadium where the is a 400mtr race track, u will notice that somewhere behind the goalpost of either side there is this "hurdle" planted in the middle of the track ( not the running track).. theres a ramp going downwards and they fill it with water is it? if any of u guys noe pls fill me in.. thanks!

I think that you are asking this question in the wrong column. This is the horse racing section, not the Track and Field or Athletics section. I have never seen a horse racing track with what you are describing- and horses normally do not race in stadiums. Try the Track section, I think they would have a better understanding of what you are asking about.
