You might be asking what a hurricane is called in its infancy...which is a Tropical Storm.  Most of the Hurricanes that reach the east coast of North America begin as a Tropical Storm and that is when they are named in alphabetical order.  Now you second questionn is confusing I think that you asked the same question twice.
