When I went to Bulgaria, we went to Albena beach.  It was really nice.  Very clear water, and it wasn't overcrowded.  Just so you're aware though, only a small percentage of women actually do go without tops, as I'm assuming that's one of the reasons you want to go there.   I am American, but went topless when I was there and loved the experience!  It wasn't something I would ordinarily do, but I would do it again in a heartbeat especially since this particular beach had a more intimate feel.  Have fun in Bulgaria, and enjoy the view!
