The 2008 and 2009 DV Lottery is all over.  Applications for the 2010 DV Lottery will be taken starting in October.  This is the ONLY official web site to enter (free).

Nitizia is right - registry for the 2009 diversity visa program finished Dec 2, 2007.  The  registration date for the 2010 drawing will next announced next august.

The 2008 diversity green card lottery closed over a year ago. 2009 lottery is now over as well (everyone who won was notified by or before July).

the 2010 lottery begins next summer.  There is never a charge for entering the diversity lottery.  Processing paperwork after the lottery is a different matter, but you can download the forms and apply without any charge at all.

There is one catch though.  Because this is the diversity lottery, you need to be from a country that currently has a low instance of immigration to the US.   There are caps on a number of countries that already have a high rate of US immigration.  Citizens from those countries are not elligible for the diversity green card program, and must meet other, more strict qualifications.
