I'd like to start sailing; would the RYA Day Skipper qualification be a good start?

Yep, It gives you an introduction to sailing and all the basics of seamanship.  You will have to complete both theory and practical for the majority of small vessel charter companies to allow you to take out a boat.

Yes if you mean cruising.  If you wish to dinghy sail then go on a dinghy course.  I have done the Day Skipper and it is great,  There are two versions - practical and theory.  The theory one is a great way to spend the winter one evening a week at the local college talking boats!  Both cover safety, chartwork, passage planning and the such like but the idea is not to teach you to sail - however the 'sails bit' is only one part of being able to sail properly and this course will cover everything but which sheet to pull on!
