I'd like to volunteer my Photoshop skills here locally to seniors, how do I go about doing that?

I'm glad you gave your city, make it so much easier. Check out the first website first. If that doesn't interest you, contact your local library. They tend to have classes geared toward seniors. If they don't have a class yet, ask about setting one up.

Contact your local Parks & Recreation Department, local Veterans, or Military Support Groups, senior centers, mobile home parks, assisted care facilities, and ask to speak to the activity director, or volunteer coordinator.  I'm guessing you would need to have a portable computer system or laptop, or a bank of copmputers available.  Then show them what you think you can do.  They should be able to help you both take it from there. How nice!
