  1. In September the average high temperature is 21 degrees celsius/70 degrees farenheit, and the average low is 13 celsius/55 farenheit. Rainfall averages  53 millimeters, or 2.1 inches during the month.

Paris is generally a safe city. There is almost no  violent street crime in any place a tourist would venture.

That said, the 9th ranges from super safe in the south part by the Opera and Grandes Boulevards to very slightly dicey at its north end in the area of Pigalle just south of Montmartre. The Pigalle (called by American GIs "pig alley" ) is best known for prostitutes and s*x shops. Assuming you just ignore them you should have no problems.

There are certainly a lot of hotels in the 9th and tourists are frequently steered there by travel agents and internet booking sites. It is, however, not my favorite part of town and I personally would suggest staying closer to the center in arrondissements 4,5 or 6.

  2. So today in Paris we had a glorious morning with warm weather and partly cloudy, in the afternoon we had rain dumped on us for about an hour, then it cleared up and was nice again.  So it can change real quick.

In September, expect cool weather, mostly cloudy skies, and fairly frequent light rains.  Bring a sweater and a med to light jacket and appropriate bottoms.  Oh, don't forget an umbrella!

The 9th is a safe area of Paris.  Right next door is the 8th, where you can find the Champs Elysees.  Really, just about all of Paris is safe.  The areas that aren't, there are no sites for tourists to visit anyway.  Yeah, you'll be just fine in the 9th.
