Although Service Canada could direct you to the proper agency be aware that legal name changes in BC are under the BC Vital Statistics Agency.  The website address relating to name changes is:

You have to be 19 to legally change your name in BC without parental consent and your parents cannot change your name without your consent once you are 12.  If your parents agree then you will submit the necessary application with the required fee and the name change will be processed.  Note that you will have to also request a revised copy of your birth certificate once the name change takes effect.  Although the change will be noted on your birth records if you were born in BC )or notification will be sent to the appropriate agency if you were born in another part of Canada) you will not automatically receive government forms or ID with your new name on it.  You must request and pay for them.  If you have a passport you will also have to apply for a new passport under your new name.

If you were born outside of Canada then you would have to contact them and request the necessary forms to both change your name and to receive the revised birth certificate.
