  1. If you want to drive, your mom makes the rules until you have your own car & insurance.

  2. If you're going to drive her vehicle at all, she has to have you on her insurance policy.  Take a look at the policy.  If your name is on it, she's paying for it.  If not, then ask her to put your name on it first before you give her any money for it.

You ARE obligated to pay it if she chooses to let you drive the car at all.  It's her call since it's her car.  She doesn't have to put you on her insurance policy, but if she doesn't, you can't legally drive her car.  If she does, and let's you drive it even once, she has every right to ask you to pay your share.  Her insurance will be outrageously high adding a teenage driver to it.

  3. Jeez, if you can't trust your own mom...

Anyway, if she has an inexperienced driver in the household, she has to tell her insurance company, and they will jack up her premiums to account for the fact that statistically, new drivers are more likely to have accidents.

Ask her to show you the bill from the insurance company to see how much it's gone up. What would be fair, I think, is for you to pay the extra premium she owes for you being on the policy.

  4. If your Mom says you have to pay, I guess you will have to pay.  Insurance rates skyrocket for parents when kids get their drivers license.  In most states, the rates go up just because you get a license and even if you will never drive the car.  Please don't Begin question with "ok so"

  5. You do have to be insured to drive, yes, but since you aren't driving, I wouldn't pay her even half, and after you start driving more often, then I would pay her more, but only half, you aren't obligated to pay it all if she is driving the car as well or if it is on the same policy as her.
