  1. What do you mean when you say you over-stayed your original entry into the US by 3 years?  Were you deported?  If so, that is on record, and they may not be eager to have you back again.  Generally if you have a Canadian PR card, that is your travel document, but whether or  not you will be allowed into the US when you over-stayed your welcome last time is an issue for US customs and immigration and border officials.  What you did last time does not change because you now have a Canadian PR card.  You should probably contact the US embassy and ask this question.  Here is a link to their site.

  2. There are no green cards in Canada. Ask the US.

  3. If you're a citizen, you won't be needing a visa to enter the states but you should have your citizenship card and your canadian passport. But if you're just an Immigrant or what they call permanent resident you will still be needing a US visa and since you said that when you visit the states you overstayed for 3 years, maybe you'll have a hard time getting one.

It will be fine to wait till you get your citizenship because once you're canadian citizen you won't be needing the visa anymore to go to the US.

  4. Even Canadian green card holders may need a visa to enter the U.S.....depends on your nationality.  Use site below to see.  Enter your nationality, enter that you are an alien resident of Canada, enter destination and click for the info.  You most likely need a visa...it will tell you.  I am sure you are on the "overstay"  list..And your chance of re-entering the U.S. is slim.  The visa folks take a very dim view of that and they have long memories.
