my itinery is dublin schipol accra and accra schipol dublin so do i need transit visa for schipol?

Your Irish refugee papers should explain to you where you can travel or not travel.  Unless you are a European refugee you might need a visa to travel within the Europe.

You are most unlikely to be issued a transit visa to the Netherlands.

Transit means you are stopping briefly on the way to a destination, in this case your destination is the Netherlands.
