Go to McGill University in Montreal if you're okay with a cold winter. You'll get to speak both French and English in Montreal.

Vancouver or Victoria, B.C. are both also very beautiful and you could go south and visit Seattle. It'd be near the Pacific Ocean and you could take trips to see orca whales. Good luck. Message me and tell me how it goes.

I think you would enjoy the weather more in Vancouver and Victoria. The mountains and scenery are also beautiful, and there is lots to do and see. Calgary is a vibrant city (but cold in winter!) and is not far from the Rocky Mountains. Montreal is very cultural, but again is very cold. I think it all depends what you want to learn, what you want to study and what you want to experience.
