they are with the same meaning aren't they?

They mean basically the same, except one is about the father and the other one is about the mother.

Yes, they mean the same but one os for Father and the other is for Mother.

It applies to someone whose parents are American citizens but their mother was outside the country when she gave birth to him/her.
