If hot and attractive to you means physical appearance, then there must be something else that's holding you back.  Try asking the girls out.  Did you do that?

Act more humble, but confident and caring.  Smile when you see a girl you like.  Don't be a player and wear cologne.  Girls can smell cheese a mile away even if the guy is young and in shape.  Do you have a tattoo?  I hope not because it will limit the the type of girls who will approach you.  Usually girls will not approach a guy unless the guy says "hi" and talk to them first.  What you need to do is never wait for a girl to make the first move.  

First, get the girl's attention to see if she smiles back or glances back at you with an interested face.  You do that by smiling and saying "hi" to her and watch her facial expression.  Then ask her a question or compliment her on her smile if she smiles.  

If the girl you like is receptive to you, you need to continue to go up to her and chat her up.  Ask her for advice and listen to her instead of talking all the time.  Offer to help  her with something like open the door for her when she exits the building.  But do not stalk her EVER.  Do not follow her around unless she allows you to.  If you stalk her she will know from the corners of her eyes.  Women have a 6th sense, so don't even try to be sneaky.  I have men try that on me, and they failed miserably.  Not only that but I will never forget their deceit and shady ways.

Also, you may want to ask your mates on what they do to attract women.  I hope those tips help.  Feel free to ask if you need clarifications.
