I'm a little confused on what to do about my brother's jury duty?

He is incarcerated and obviously can't make it..so do I send his summons back with a note? Any advice would help..

yes , just call them up and tell them he is incarcerated....they can look it up to be sure...

There should be a phone number or an explanation somewhere on the summons of what to do.

I would contact your local state representative. That is the surest way to get through the government red tape.

yes, send a note.  there should be a spot on the form for some explanation.

(my sister's son vanished about 8 months ago and he received a summons.  i told her she might just leave it be.  they could issue a bench warrant and maybe the law will find him...)

Returning it with a note of explanation would be best.
