If you has specialized skills and at least a Bachelor's degree, you might be able to get a work permit, not a passport.  You will need to look at the web sites of the immigration departments of the countries you are interested in and go from there.  With the slowing economies, though, you probably won't be able to move the EU.

Well you don't qualify for a EU passport since you're not of any nationality that is an classified EU country. You have an Non EU passport (which would be your Indian). If you wanted a work permit for a country you would have to apply to that specific embassy (you cannot get a one that would be valid for the whole of Europe as one does not exist).

EU is closing doors & those indian professional coming from India are not being hired by majority of Employers in EU. Unless you are educated in one of the Western European country, you have very little chance of getting any decent work in EU.

Instead I'd suggest trying Canada, you would be lucky there.
