Let's see, if it's New Zealand the party will be postponed for an unknown reason.  By the time it's rescheduled you'll be closer to Level 5 than Level 4.  Long story short, the party will be when you hit Level 7.  Barring any unforeseen circumstances.  I had some champagne on ice in anticipation for the TD L7 breach, but the fecker got himself nuked.

Wouldn't 1999 be 6661 in New Zealand?  I'm not sure how they will party in 6661, should I wear an aluminum foil suit?
