  1. Westin Dublin. The best all around


  2. bewleys in ballsbridge is nice

  3. Depends on your budget.  Stay in a bigger hotel or consider Trinity College which lets out rooms to tourists in the summer (wwwtcd.ie).  Most hotels are safe.  Just be careful where you walk alone at night and take care of your money - don't flash it and your camera.  Same as any big city.
