If you are talking about the I-94 permit.

Yes they do issue them at night.

But be aware that sometimes (rarely, but it happens) they don't issue them to anybody for whatever reason, even during the day.

Once we were going to Disneyland and we went to buy the permit and they told us that they were not issuing them that day, so we waited until the next day, fortunately, we needed the permit three days after, so it didn't bother us to wait.

So I would suggest that your cousin went and apply for it earlier so you'll have no problems.

Do you have contacts on the other side? A truck driver or someone will help you out. Be sure to wear dark clothes, and if your friend gets her permit, she can "assist" you.
