ICQ is a chat program like Skype, yahoo messenger etc that uses ICQ numbers so that users can find themselves. Unless you don't have the program you do not have an ICQ number. It shouldn't be required though.

Just like everyone else said, it's another IM program. I signed up for it, but even though I chose the screen name I wanted, it still gave me an ICQ number. Felt like I was in prison or something.... I don't like numbers!

ICQ is a messenger like yahoo or MSN it used to be very popular I'm not so sure it is anymore.
