CLICK ON THIS-= http://www,socyberty.com/Activism/First-...  I SUGGEST YOU START BY GETTING PEOPLE INVOLVED like groups, schools, churches etc. your families, then apply for a salvage license and get permission to start the first step, by getting the equiptment. try and get your community involved, because our government only wants to talk about it, instead of getting it done. just think as you do the first step you'll be working with the sands of time that man has never touched for-ever and the treasures you'll find while helping everyone deleting global warming will be yours to do as you please. also you can put in for a government grant for all the expenditures, times two for the future.
