I would suggest picking up a copy of FUSAC (France USA Contacts), which is distributed free of charge throughout the city. It has all types of ads, including but not limited to people looking for platonic friendship. There are also a number of bookshops in Paris that specialize in English-language books, and which of course attract plenty of Americans, such as WH Smith, Tea and Tattered Pages, and Brentano's. Brentano's even has a "Clubs and Activities" section. I'm including all the links below:

Bamba, Talk to tourists that you must see every day, at the various tourist sites..Tell them you wish to have a American friend and take it from there, after all, they probally wish they had a friend in Paris to help them with the lingo.
