I agree with Kornflake, Temple Bar is a happening place on any given night.  I can only imagine how it will be on New Year's Eve!!  Definitely go there.

Go to Temple Bar, that place is where EVERYONE goes, it's a very big plaza with lots to do and places to eat!!

totallyfree2rhyme's bus idea is great - even better is outside Christ Church Cathedral at midnight, where the whole of Dublin converges to hear the cathedral's bell ringers peal in the new year. It's amazing, usually very good natured for a load of drunks in the same place!

First take the open top bus tour (which is really interesting) and make note of the interesting places you pass then go!
