I'm having issues with video recorder...?

Question

So, whenever I try to record a video of my t.v. there's this black line that strecthes up and down on the screen. I've tried everything to get rid of it, like changing the settings of the t.v. and changing the lighting in the room, but it's still there. The videos come out horrible...any ideas on what I can do to fix it?

If your camcorder allows, change the shutter speed.
