  1. You can renew yours by mail without personal appearance only  if you meet the requirements.

  2. You DO have to go to your country's nearest embassy or consulate in person in order to renew your passport.  If you are a US citizen and are unsure of the nearest embassy or consulate, you can find the information at www.usembassy.gov.  

    You might not be required to return for your passports.  Some consulates/embassies are willing to mail or use an overnight courier to return your passport to you.  This varies from consulate to consulate.  Here in Seoul, Korea, the US embassy works with a couple of different private courier companies for returning documents.  You DO still have to make a personal appearance to present your application regardless.
