I'm homeless with daughter & hubby on a friends floor. Council won't help cos I work & no benefits.What to do?

We are not intentionally homeless, we are eligible for assistance, we have a local connection and a dependent but they still want to 'investigate' while we spend another week on someone elses floor! Council is Tower Hamlets. Citizen's Advice said I'm not eligible for legal aid & can't accept payment 'cos they're a charity so they can't help us. Hubby too sick to work but was refused benefits. We can't afford to rent privately on single salary. Any suggestions?
