  1. Usually international callers should dial the US country code of 001 before the US 10 digit number...for example 001-456-234-7899.  But each country is different...best is to call your phone company/operator and ask.

  3. Hey... I'm from Chile so I know exactly why you're having issues.  I've been through this myself.

    If you are at a residence, you need to dial a carrier code to call outside the country.  In other words you have to dial a 3-digit code + 01 + area code + number.

    There are several long distance carriers, so you may want to find out how much each one charges per call.  The more common carriers are 171, 123 and 188.  I personally prefer 171 (Telmex).

    On the other hand, if you are at a hotel, ask them what to dial as it may vary by location.
