  2. You should be able to see it now.  It is at its peak from moonset until dawn.  Hopefully, you have better luck then I do, and have a clear sky to the east.

  3. Sure.  Though the peak was last night (this morning), you should be able to see meteors through this weekend.

    Michigan isn't that far from Toronto.  I saw 16 Perseid and 9 non Perseid meteors from 10 pm to 2 am last night.  I did not detect a pick up in rate after midnight.  But i also saw 3 meteors last Saturday.
