    You will be required to attend adoption education classes, submit an "Expression of Interest", then go through an assessment and approval process. Requirements seem to be the same for international and domestic, and I see no mention of agencies being required...though some countries may have a separate regulation

  3. All adoptions in Australia must go through the relevant state authorities (agencies); there are no private adoptions.  In WA I think the agency is  the 'DEPARTMENT FOR COMMUNITY DEVELOPMENT'.
