  1. If you mean a TV capture card....  then your internet or network will not effect the reception of the TV capture card.

    A TV capture card is a piece of hardware... either pci, pci-e, or USB.  The USB ones simply plug in.  If you want to use windows media center edition (an add on program... or comes with versions of Vista or a Media PC)... then you want a TV card that is supported by MCE.   Also,  newer ones have HD tuners in them... in  feb 2009... the free antenna broadcast in USA  will be HD... so look for one with HD tuner.

    If you are talking about buying software (say off of EBAY)

    to get free tv without any hardware but thru the internet  (for say $19.95).... then heck ya your internet speed will interfere with the reception.  I have not tried this... but I suspect it does not work very well and may even be a scam.
