There isn't really one.  The best you can get is to go to the state page and look for liscenced acupuncturists.

I'm of the opinion that most practicing accus are not very good (and hence not worth seeing).  I know a lot of people in the Chinese Medicine field (and live in the bay area), and after I kept getting asked who was a good person to see, I in turn asked around and found out about this guy:

He's a very good doc, and every I know that's gone to him told me they were really happy for the recommendation.

If san rafael is too far away for you, I can recommend you some other people as well; they just aren't as good.
