You are only going to be able to bring your own food to a church hall or possibly a VFW hall.  Reason?  Lawsuits.  Otherwise you are going to have to go with the hall that provides the catering.  Unless you have it outside at a forrest preserve.

You may also want to try a park district out that way.  Isn't the town hall area on Rivinia drive off of 147th or so?  Try over there.  The town should be able to tell you where they would allow parties within the park districts.
