I'm looking for a copy of Landlord tenant Laws in the state of Washington. Where can I find them?

A friend of mine just returned home after being away for his employment out of the area after approx. 2 weeks When He got home he COULD NOT gain access to his apartmen (the locks had been changed His personal property is still in the apartment and the landlord is threating him to have him arrested for trasspassing. How would he get in and his property back?

Under State law, lockouts are illegal, so go to your city hall and sue your landlord for reentry.
