I'm looking for a driving instructor in Birmingham with reasonably priced lessons, can anyone recommend one?

The important thing in choosing a driving instructor is to get one that you get on with.

There are schools out there that offer £15 a lesson, but their lessons may not be a full hour and others, like the AA, cost £25 but guarantee fully qualified instructors.

You might be better starting with a mid-range school charging around the £20 mark. Try http://www.brumlearner.co.uk or http://www.andy1st.co.uk. But remember if you don't get on with the instructor it's not like school, you can change teacher as many times as you like.
