safest is bareback! at that age she might get caught in stirrup on a spooked horse!

Go online and check the websites of the major tack and equipment companies like Stateline Tack, Dover Saddlery, and the like, or go on E-bay and search under "saddles- English" or "saddles"-Western. That should give you a place to start. It would help a lot if I and other responders here knew a little more about what kind of riding your daughter does, because different sports and disciplines require different types of tack and equipment- and there are numerous disciplines in the sport of riding.  Good luck in your search.
