Unless you find a private hall like a church hall or VFW or Moose lodge you probably won't find a place that will allow you to bring your own food in.

The Byron Colby Barn in grayslake will let you cater and bring your own liquour. Its a really nice old barn with a kitchen and everything. I know its not in Chicago, but grayslake isnt too far from the city.
