  1. The TERPS define the existing procedures, but you probably knew that.

    There is a company that does what I think you are interested in.  Check out this page and the rest of their website

    You might call your local FAA for any information they could offer.

Air navigation facilities are administered by the Airways Facility Section of the FAA.  The facilities are designed by civil engineers, electrical engineers, communications engineers, aeronautical engineers, test pilots, accountants, attorneys, and administrators, working as a team to complete each project.

    The Airways Facility Section sometimes uses consultants and software vendors such as the one mentioned in the previous answer, but they are not primarily involved in design and decision making.

    The point is that no one person designs an instrument approach.

    You can go to www.faa.gov and look for the "careers" or "employment" tabs.
