You don't say which Country/State/County - it's a big English-speaking World out there.

If you are in the UK, you could try 192.com to see if they have a listed phone number.

By the way, Friends Reunited is now a completely free site (from the beginning of this month)

P.S. There are 53 people on the UK Electoral Roll called Wendy Osborne

P.P.S.  If you were fostered in the UK, contact the Social Services Department where the foster parents lived; you need to speak to a Fostering & Adoptions Officer.  Records concerning children in Care are never destroyed.
