I suppose you could specify in your search/ad that you want them to speak Italian. Italian is taught at some second level schools and also at universities here so you may find some students or past students wanting to practice their language skills.

To improve your English you could Read English books and Magazines.

Write Letters, Postcards etc. and keep on practice writing it.

Watch English Films, TV shows, Look up your favourite soaps/shows on you tube and either have them in English or put English subtitles on. Listen to English music too and listen, read and understand the song lyrics and words to make it more fun.

Get a tutor and/or go to night classes.

You could also get a pen pal and talk to them on the phone, by IM or e-mail and by letter writing.
