The one on Yonge St. is still there, however I bought one of those ID's when I was young and on the back of the card it clearly states that "this card is for recreational purposes and fun" or something like that.

If you want a good one and store is not going to do it for you.

There used to be a place on Yonge Street  north of Dundas that had a sign in the window saying "we make souvenir id's"...

I don't know if that place is even there anymore but I only remember it because my friends and I had a good laugh about it.

Ask a border or customs agent.  They've seen them all and can always point you in the right direction regarding a fake ID.
