I'm looking to buy a waverunner, what kind of licenses do i need to ride it?

Depends on the state. In illinois, you can use a regular drivers liscense. At 13 you can get a jetski liscense online. Try an Yamaha dealer, or ebay.

No licenses required, but you need to be at least 12 years old. (maybe I'm wrong about the age)

Affordable?  I don't know about this. You might be able to find an affordable used one, but I'm not sure about the quality. My cost me $10,000 2 summers ago. But it is a killer ride, tops out at about 63 mph and carry 3 people.
