I'm looking to create a scifi prop for a cosplay costume. Any ideas how to go about it?

The item in question is from an old series of Doctor Who and is the Master's tissue compression eliminator:

If you have seen something similar that I could fashion and adapt, please let me know. I would prefer that it is able to open up you see.

I thought I had seen something similar in the form of a lollipop holder but can't find one since.

Any ideas are welcome! :)

take something like a smarties tube (the old round ones, not the new hexagonal ones) a ping pong ball, a sharp craft knife, some glue and some matt black paint.

cut the ping pong ball into quarters, and glue them to the end of the smarties tube, paint all the outside black.

should look fairly close.
